The business model implemented by the Alliance involves contracting business partners to deliver environmental projects. Principal among these partners is Landcare, in particular the seven main Landcare groups in the catchment, as well as local government and industry groups, and consultants.

Business partners are contracted according to their skill sets, an arrangement that allows the Alliance to retain only a small staff of specialists, who direct the partners and assist the partners in various projects.

National reviews of natural resource management arrangements (such as Keogh et al 2006) indicate that regional bodies such as the Alliance must build closer links with local government. The Alliance is delivering on these recommendations through various projects and initiatives but has also proceeded with alignment to local government by incorporating the review of its catchment NRM plan with the development of the Local Government Regional Sustainability Plan. This initiative will consolidate NRM targets into local government planning arrangements.
